A new multifunctional complex featuring an office center, apart-hotel, residential buildings, commercial spaces, and a three-story parking lot is set to be built at the intersection of Naukovaya Street and Knyagini Olhy in Lviv. The developer proposes a structure with a height of 13 floors; however, this height is still under review by the State Aviation Service. The relevant urban planning conditions and restrictions were presented at a meeting of the executive committee of the Lviv City Council on Tuesday, November 12.
This pertains to the development of a 0.85-hectare plot located at Naukovaya Street, 7, where a non-operational business center and the "Odeon" club currently exist. Instead, a residential-office complex with retail and entertainment infrastructure along with parking is planned for the intersection of Naukovaya Street and Knyagini Olhy. According to visualizations published by the project company Archimatika, the corner office building will reach a height of 13 floors. However, according to Roman Krushelnytsky, the head of the architecture department of the Lviv City Council, the final height of the new building still needs to be approved by the State Aviation Service.

The residential sections are designed to be seven, eight, and nine stories high. The residential complex will feature 160 apartments, and a three-level parking facility for 297 vehicles is planned beneath the entire complex. The developer has also submitted a guarantee letter committing to pay an investment contribution to the Lviv budget for infrastructure development.
According to the cadastral map, the plot intended for construction has been leased since 2023 by LLC "Best Properties" and LLC "Energoinvest." The property on this site also belongs to both companies. LLC "Best Properties" was registered in 2018 and is owned by Lviv businessman Vitaliy Lomakovych. He was suspected of embezzling 44 million UAH from the budget; however, the court later dismissed this suspicion due to lack of evidence. Since the early 2000s, Vitaliy Lomakovych has worked in various banks and served as a member of the board of the National Bank of Ukraine from 2014 to 2015. In 2016, he established an award for journalists called "High Standards of Journalism." Currently, the 53-year-old Vitaliy Lomakovych is engaged in real estate and financial services businesses.
According to urban planning documents, LLC "Energoinvest," which belongs to the father of the head of the Lviv Regional State Administration, Maksym Kozytskyi, Zinoviy Kozytskyi, has reached out to the city council. Through a series of companies, Vitaliy Lomakovych and Zinoviy Kozytskyi are business partners.
