The Cabinet has endorsed the resolution initiated by the Ministry of Health regarding the reorganization of the Lviv National Medical University named after Daniel Halitsky into a state non-commercial enterprise. As a result of this reform, the university will combine the functions of a healthcare institution and an educational institution.
According to a report on the government website, an experimental project will be implemented at the Lviv National Medical University named after Daniel Halitsky to introduce modern approaches to medical education.
“The institution will gain autonomy in making management decisions and will have the freedom to manage its finances due to the transition to a tuition payment model similar to the Medical Guarantee Program. As part of the project, the LNMU is expected to establish continuous engagement of students and faculty in providing medical care, and practitioners in education and research,” the statement reads.
Government officials noted that the main idea of the experimental project is to enhance practical training for medical students and to provide real autonomy for the institution.
“The resolution stipulates the reorganization of the LNMU into a state non-commercial enterprise with a dual status as a healthcare institution (the LNMU has a license for medical practice) and as a higher education institution. Based on the clinical departments of the LNMU, a university hospital will operate for the first time in Ukraine,” officials added.
Thanks to the project, the concept of a university hospital will be implemented for the first time in Ukraine, operating according to modern global standards. This is expected to improve the training of doctors and enhance the quality of care for patients. Additionally, the LNMU will have autonomy in determining salary levels. According to government officials, the experimental project will also facilitate the involvement of top foreign specialists in training students and providing medical and rehabilitation assistance to patients at the university hospital.
The resolution regulates how the LNMU will operate and be funded, how it will manage its finances, what the educational load will be, and how access to medical practice will be granted, among other aspects.
In August of this year, the Lviv Regional Council approved the transfer of the Lviv Regional Clinical Hospital from regional to state ownership for the subsequent establishment of a university hospital there. The LOKL will become a structural unit of the Lviv National Medical University named after Daniel Halitsky, following a similar transfer that already occurred with the former railway hospital located on Ohiienka Street.
