The President's Office announced a new bill introducing changes to the procedure for undergoing the Military Medical Commission (VLC).

The deadline for mandatory military medical examinations for individuals deemed fit for service can be extended by four months. Iryna Vereshchuk, the Deputy Head of the President's Office, announced plans to submit the relevant bill to the Verkhovna Rada.

Firstly, to extend the deadline for mandatory passage of the VVC by an additional four months, meaning the final deadline will be moved to early June 2025.

Secondly, the obligation to undergo the VVC does not apply to individuals deemed fit with restrictions who are under 25 years old."

Background:

  • Deputy Head of the President's Office Iryna Vereshchuk stated that the Rada is working on extending the deadline for re-examination for those with limited fitness, which was supposed to end on February 4. According to her, over 1 million people have not yet undergone the necessary medical examinations. This is partly because they have not received summons for the VVC or cannot obtain them at the TCK (due to long queues). Therefore, the authorities decided to extend the deadline and refrain from applying fines for now.
  • Vereshchuk mentioned that the OP will propose to extend the deadlines for passing the VVC for those deemed fit with restrictions by at least 3 months, and the government must urgently amend resolution 560 to allow electronic referrals to the VVC.
  • The Ministry of Defense of Ukraine has started beta testing a new service - electronic referrals to the VVC - in the "Reserve+" application.
  • In April 2024, the president signed law No. 3621-IX "On ensuring the rights of military personnel and police for social protection," which provides for the cancellation of the "limited fitness" status for conscripts. The law came into effect on May 4, 2024. After this, within nine months (until February 4, 2025), those deemed fit with restrictions were required to re-pass the military medical commission (VVC). Based on its results, medical professionals were to determine to which group a conscript would belong.
