Changes to mobilization, deferment, and reservation rules as of March 1: an explanation.

General mobilization in Ukraine has been extended until May 9, 2025. The procedure remains unchanged, but there are new developments regarding the medical commission process. From now on, conscripts will receive their summons exclusively in electronic format, as the entire system transitions to electronic document circulation. Additionally, individuals with verified disabilities are exempt from being summoned for the medical commission.

In March, a series of changes regarding mobilization rules and draft exemptions will come into effect in Ukraine. ZAXID.NET has compiled answers to the key questions related to these changes.

What will change in mobilization

The general mobilization in Ukraine has been extended until May 9, 2025. The procedure remains unchanged. However, there are new regulations concerning the Military Medical Commission (VLC). Now, draftees will receive summons only in electronic format, and the entire system will transition to electronic document management. Additionally, individuals with confirmed disabilities will not be required to attend the VLC.

Changes will also affect men who previously could leave the country for transporting humanitarian cargo. They will now be able to leave only under general conditions – if they have been discharged from service, have three or more children, care for a person with a disability, etc.

Who is eligible for deferment

Civilians from Ukraine who have been held captive are now entitled to deferment from mobilization. At the same time, the time frame for canceling deferment for employees has been reduced to 5 days.

What will change in exemptions

The validity period of existing exemptions has been extended until March 31. However, the list of employees eligible for exemption will now include those who were called to service after May 18, 2024. They will be considered when determining the number of employees who can receive deferment from the draft. Although these employees are already serving, their inclusion helps businesses retain critical staff, as the overall number of exemptions will increase.

Moreover, government institutions are no longer required to verify information about the employee within 72 hours during their exemption process.

When determining whether a business is critical, the average monthly salary of employees will now be taken into account.
