Ukraine is concluding the year 2024 with financial stability. This statement was made by Prime Minister Denys Shmyhal during a government meeting.
Through taxes, levies, and internal loans, we are fully financing our Defense Forces. Thanks to our partners, we are covering civilian expenditures.
According to him, direct budget support for Ukraine from its partners this year will amount to approximately $41 billion. Ukraine has received over €16 billion from the European Union under the Ukraine Facility program, and nearly $5.4 billion through the cooperation program with the IMF.
Support from the USA, the World Bank, Japan, Canada, and other partners is also significant... We are grateful to all of Ukraine's friends for their solidarity. This allows us to fully meet all our obligations.
He noted that over 11 months of 2024, more than UAH 510 billion from the state budget has been allocated for social security, UAH 140 billion for the state medical guarantees program, and UAH 163 billion for transfers to local budgets.
We clearly understand where we will source funds next year. We expect to attract over $38 billion in external financing to cover the most critical non-military budget expenditures. Additionally, we anticipate receiving funds from frozen Russian assets.
Earlier, Shmyhal announced the amount of Western aid for Ukraine's non-military expenditures in 2025.
