Direct quote from the Border Guard Service: "Starting today (February 27 - ed.), during the legal regime of martial law, the crossing of the border by male citizens of Ukraine aged 18 to 60 who are transporting medical supplies and humanitarian aid will be carried out on general grounds."
Details: The relevant changes have been made to the CMU Resolution dated January 27, 1995, No. 57 on the approval of the Rules for Crossing the State Border by Citizens of Ukraine.
As explained to UП by spokesperson Andriy Demchenko, previously, men who traveled abroad for humanitarian and medical cargo had to be registered in the "Shlyakh" system. The decision for their departure was made by the Ministry for Communities and Territories Development of Ukraine or regional military administrations.
Direct speech from Demchenko: "Starting today, this regulation is no longer in effect. From now on, men transporting humanitarian and medical cargo must meet the general conditions for crossing the border. This means that those who are exempt from military registration, have three children, or have other legal grounds for crossing the border can do so."
He added that since the decision has already come into effect, border guards are now not allowing individuals who do not meet the general conditions for crossing the border to leave.

Background:
- Previously, the media had repeatedly reported on cases of fleeing abroad using the "Shlyakh" system.
- In particular, in September 2023, the media discovered hundreds of public organizations and charitable foundations involved in the escape of 2,248 conscript-age men. These individuals left through the "Shlyakh" system with permits from the Lviv Regional State Administration and did not return.
- In July 2024, the prosecutor's office reported that a man was detained in Kyiv for helping to register a conscript in the "Shlyakh" system as a volunteer for $3,000, allowing him to leave Ukraine without hindrance.
