The former head of the Odessa regional military enlistment office has attempted to leave custody again. He has been detained.

Employees of the State Bureau of Investigations apprehended former head of the Odesa Regional Territorial Center for Recruitment and Social Support, Yevhen Borisov, in Kyiv after a bail of 39.364 million hryvnias was posted on his behalf.

GBR agents detained the former official in Kyiv on December 25. He has been informed of suspicion for committing new criminal offenses under part 3 of article 27, part 1 of article 114-1 (organizing obstruction of the lawful activities of the Armed Forces of Ukraine during a special period), and part 3 of article 27, part 1 of article 366 (organizing the preparation and issuance of a knowingly false official document) of the Criminal Code of Ukraine."

Details: It is known that in May, Borisov attempted to exit the detention center after posting a bail of 12 million hryvnias. The GBR issued him a new suspicion and detained him again.

Currently, it is reported that according to the investigation, Borisov organized the issuance of a non-combat injury, which was not even related to the performance of his official duties regarding the defense of the Motherland. Based on a false decision from a service check and accordingly a conclusion from the MSEC, he was unjustifiably awarded an additional payment totaling 165,480 UAH for the period of April to June 2022.

The GBR is also investigating a criminal case against the former military commissioner for committing an offense under part 3 of article 27 and part 3 of article 209 of the Criminal Code of Ukraine - organizing the legalization of funds obtained through criminal means.

Within this criminal case, based on GBR materials, the court transferred to the management of ARMA a house with an area of 857 square meters valued at 4 million euros and an office of 223.9 square meters valued at 510 thousand euros in the Spanish resort of Marbella. The property belonged to the mother and wife of the former military commissioner, respectively.

The court also transferred to ARMA vehicles including a Mercedes-Benz EQV valued at 2.9 million UAH, a Mercedes-Benz G 63 AMG valued at 8.4 million UAH, and a Toyota Land Cruiser 200 valued at 3 million UAH, which were owned by the wife, mother, and mother-in-law of the former military commissioner.

What preceded this: The State Bureau of Investigations had previously submitted two indictments to the court against the former military commissioner, specifically:

- for committing a criminal offense under article 368-5 of the Criminal Code of Ukraine - acquisition by a person authorized to perform functions of the state or local self-government of assets worth 142,927,001 UAH (one hundred forty-two million nine hundred twenty-seven thousand one hryvnia), which exceeds his lawful income by more than six thousand five hundred non-taxable minimum incomes of citizens;

- for committing a criminal offense under part 5 of article 407 of the Criminal Code of Ukraine - failing to report for duty without valid reasons by a serviceman (except for conscript service), committed under martial law;

- for committing a criminal offense under part 4 of article 409 of the Criminal Code of Ukraine - evading military service duties through other deception, committed under martial law;

- for committing a criminal offense under part 4 of article 358 of the Criminal Code of Ukraine - using a knowingly forged document.

The sanctions of the articles provide for punishment in the form of imprisonment for up to 10 years.

  • In an investigation by Ukrainian Truth, it was reported that the family of the head of the Odessa regional military enlistment office, Yevgeny Borisov, acquired real estate and vehicles worth millions of dollars on the Spanish coast during the full-scale war.
  • It later became known that a service check was conducted regarding Borisov, but no grounds for his dismissal were found.
  • Subsequently, President Volodymyr Zelensky instructed the Commander-in-Chief of the Armed Forces of Ukraine, Valerii Zaluzhnyi, to dismiss the military commissioner during a meeting of the Staff.
  • The State Bureau of Investigations initiated proceedings regarding Borisov's abuses.
  • Borisov was dismissed from his position as the head of the Odessa regional territorial center for recruitment and social support.
