The IDF noted that "Hamas's Security Directorate is responsible for intelligence assessments that aid in strategic decision-making, as well as for the safety of high-ranking officials in the organization, providing them with hiding places."

"Albek was a central figure in security mechanisms and played a crucial role in the decision-making process," the IDF stated.

The IDF emphasized that "prior to the strike, Israeli forces took numerous measures to minimize the risk of harming civilians—high-precision munitions, aerial surveillance, and additional intelligence were used for the attack."
